Building an overall well-to-do society has become the basic strategic goal for China’s development. “Enhancing the population of billions of people” is a solemn promise made by the Chinese Communist Party to the Chinese people. The fact that peasants make up the majority of the Chinese population and the specific living conditions of peasants will directly affect the realization of this basic strategic objective and affect the fulfillment of this solemn promise.
