近年来,《大自然探索》杂志先后刊载了温元凯同志和潘毓刚先生关于我国科技教育体制改革的讨论文章,受到广大科技界的关注。科技教育体制的改革势在必行,然而改革的途径和方法,却要因时、因地制宜,不能一刀切。温元凯同志在“关于科技教育体制改革的设想”一文中提出由基础单位教研室实行一元化负责制,并以商业头脑按经营型方式进行工作,自不失为改革的一项具体措施。但是就我国科技教育战线上的实际情况来看,如果仅从采取基础单位自主经营这样的小处着手,而不从大处着眼去解决,可能是事倍功半的。我认为当前科技教育改革的重点要放在突破一个“统”字上。我国教育体制中实行的是统一招生,统一的教育计划,统一的教学大纲,统编教材和统一分配毕业生。建国初期,这
