Comrade Jiang Zemin clearly reaffirmed in the report of the 15th National Party Congress that he “played enthusiasm in all aspects and vigorously popularized nine-year compulsory education.” It can be said that compulsory education is directly related to the cultivation of “hundreds of millions of highly qualified workers and tens of millions of specialized personnel”, and it is related to the overall situation of China’s economic construction, cultural construction, scientific and technological progress, and social development. Here, I would like to provide a few principled opinions on the implementation of compulsory education in the next step: 1. Thoroughly implement the spirit of the 15th National Congress of the Communist Party of China and work hard to solve education funding.
