东部沿海地区外向型经济发展战略提出以后,民族地区怎么办?这是人们普遍关心的问题。中央决策东部沿海地区发展外向型经济,基于如下的判断:一、国际经济结构在进行调整。随着科学技术进步和劳动力价格提高,发达国家和地区,纷纷把劳动密集型产业向域外转移;二、东部沿海地区有素质好而又价格低廉的劳动力;有雄厚的工业基础;有发育较为完全的市场和方便的交通系统,有能力生产有竞争力的劳动密集型产品,并获得较好的经济效益。第一条,不论对东部沿海地区或是对民族地区,机会均等;第二条,就整体而言,民族地区不那么具备。

The first is equality of opportunity both in the eastern coastal areas and ethnic areas; secondly, the ethnic areas as a whole are not so equipped.
