岩滩工程是我国改革开放起步较早的一座百万 kW 级大型水电站,主体工程第一标(左岸明渠土石方开挖235万m~3)于1984年成功地进行了招投标。实施结果,缩短工期1年,节省投资500多万元,并促使整个工程提前1年发电、竣工。实践表明,在自营制向业主责任制过渡时期的招投标工作中,必须有一个兼顾国家、承包商、项目建设单位三方利益的标底。科学合理的标底已成为招投标成败、控制投资和工期的关键之一。
Yantan project is a million-kilowatt large-scale hydropower station that started earlier in China’s reform and opening up. The first bid of the main project (2.35 million m 3 of earthwork excavation at the open channel of the left bank) was successfully bid in 1984. The implementation of the results, shorten the duration of 1 year, saving more than 500 million investment, and promote the entire project 1 year ahead of schedule, power generation, completed. Practice shows that in the bidding and tendering process during the transitional period from self-support system to owner responsibility system, there must be a bid end that takes into account the trilateral interests of the state, contractors and project construction units. Scientific and reasonable bidding has become one of the keys to the success or failure of bidding and controlling investment and construction time.
