如何建立一种规范有序的民主决策制度,是目前社区民主自治活动中亟待解决的一个重要问题。这一问题的难处在于,一方面既要保证社区党组织的政治领导地位,参与社区重大问题的决策,又要防止社区党组织包办代替,削弱社区自治组织的自治功能;另一方面,既要增强社区成员代表大会和议事委员会的议事决策功能,又要避免社区居民委员会被动地执行成员代表大会和议事委员会的决定。浙江省宁波市海曙区建立了社区党组织、社区议事委员会、社区居委会三者间的共同决策制度,为解决这个难题进行了一次很好的尝试。
