我国的人口分布和卫生工作的宗旨决定了卫生工作的重点在农村,农村卫技人员是做好卫生工作的基础。目前农村卫技人员存在着数量少,素质较低的问题。据调查县及县以下农村每千人口中仅有医师0.63人,全国尚有103434个自然村没有医疗点,全国的120多万乡村医生及卫生员没有经过正规化培训。乡镇卫生院中50%以上的卫技人员也没有经过正规化培训。医学教育的任务是为卫生系统培养各种合适、合格、足够的卫技人员,所以正如陈敏章部长所讲,医学教育要下大力气解决好如何为农村培养多层次合格人才问题,若解决不好,会影响到卫生事业的大局和卫
