目前,一些中小学存在的一个突出问题是教育经费不足,办学条件差。学校领导普遍感到学校没有点预算外收入,日子就难过。面临教育经费短缺的问题,一些学校除接受国家逐年增加的教育经费和地方集资之外,主要依靠学校自己开展勤工俭学活动,办工厂、农场,采取“以厂(场)养校”的办法,筹集办学资金,收到了较好的效果。但是,也有一些同志对“以厂养校”的办法缺乏正确的认识,存在疑虑;有的甚至把办工厂与抓教育工作、提高教育质量对立起来。对此,有必要予以澄清。
