我国正处在从计划经济体制向市场经济体制转轨的过程中 ,政府的行为也将经历一个调整和重塑的过程。为适应这一历史进程的要求 ,中国政府正在不断地调整其行为及其规范 ,但由于双重体制的矛盾 ,政府行为失范严重 ,直接危害社会主义市场经济的健康发展。因此必须抑制政府的失范行为 ,加强政府行为的规范化建设 ,确保政府形象的廉洁、公正和高效
As our country is in the process of transition from a planned economy to a market economy, the government’s actions will also undergo a process of adjustment and remodeling. In order to meet the requirements of this historical process, the Chinese government is constantly adjusting its behavior and its norms. However, due to the contradiction between the dual systems, the government acts are not serious and directly endanger the healthy development of the socialist market economy. Therefore, it is necessary to restrain the government’s misconduct, strengthen the standardization of the government’s behavior, and ensure the clean, fair and efficient government image
