在分析潜艇事故记录的基础上结合专家及基层人员意见,针对潜艇风险的特点首次提出常规潜艇服役期综合安全评估指标体系.该指标体系综合考虑了常规潜艇服役期内所处的不同状态及环境、人因因素、潜艇系统对潜艇安全的影响.研究成果对常规潜艇的安全风险评估与安全风险管理具有参考价值.
Based on the analysis of submarine accident records, combined with the opinions of experts and grassroots personnel, this paper puts forward for the first time the general safety evaluation index system of service life of submarine in view of the characteristics of submarine risk.The system takes into consideration the different states and environments , Human factors and the impact of submarine system on submarine safety.The research results have reference value for the safety risk assessment and safety risk management of conventional submarines.
