随着国有企业改革的逐步深化,国有企业逐步将企业内部非核心部分资产从主业中剥离出去,建立市场运作机制推向市场,从而精干主体,突出主业,集中资源将主业向专业化、精细化方向发展,培育自身的核心竞争力。现在的问题是如何将国有企业内部非核心部分国有资产剥离出去,并能提高其经营效益?笔者认为,采用股权与债权相结合、经营者与所有者相结合的“双结合”模式,是解决这一问题的有效选择。
