党风廉政建设和反腐败斗争关系到党的生死存亡。党越是长期执政,反腐倡廉的任务越艰巨,越要坚定不移地反对腐败,越要提高拒腐防变和抵御风险的能力。随着社会主义事业的发展,党执政的环境发生了变化,党的反腐败的工作机制、体制和方式都需要调整;人民群众的积极参与是保证反腐倡廉工作落实到实处,是廉政和谐风气取得实效的保证,是从源头上惩治和预防腐败工作的需要。
