为了克服信息工作在乡镇一级断层的现象,确保上下信息渠道畅通,及时为本级和上级领导决策提供服务,永州市于去年后半年采取新的措施完善了信息必报制度。全市各乡镇、办事处、市直局以上单位办公室都建立了信息上报领导小组,确定了1——2专职信息员,村、居委会,市三级机构也明确了1名兼职信息员,把信息触角伸到了乡镇、村(居委会)及市直三级机构。同时要求每个信息员每月上报单项信息不少于6篇、综合信息1篇;年终按责任制进行评比,奖优罚劣。为提高信息员素质,确保信息质量,市里组织信息员分批集中学习和轮回跟班培训,并由市财政拨专款开通乡镇传真,实行微机联网,进一步健全了信息网络。
