海绵城市建设是一个全新的理念,需要全新的工程思维和建设管理机制。海绵城市建设的核心目标是维持城市水文生态指标的自然特征。这需要研究城市的水文机制和生态环境,了解本底指标,采用适当的宏观与微观相结合的工程手段。各种不同尺度的雨洪基础设施将与其他市政设施同时存在甚至联合设计施工。海绵城市建设的宗旨不仅仅是满足简单的调蓄指标和绿色设施建设,还要保护其自然特征,充分体现人类对赖以生存的自然环境的尊重,改变人与自然关系及其主导下的思维和行为。在此过程中,“如何做”比“做什么”更加关键,根本在于由理念带动管理,以知识支撑决策,用规范引导技术。
