公交企业作为提供公共交通服务的组织,其性质一直是城市交通体质改革的讨论焦点。更确切地说,公共交通是一项公共服务性质的事业;然而作为“企业”特别是国有公交企业应该如何取得公平和效率的平衡才是大家讨论的核心。政府政策的导向性对公交企业的发展尤为重要,政府制定合理的激励机制是国有公交企业健康发展至关重要的因素。
As an organization that provides public transport services, bus companies have always been the focus of discussions on the constitution reform of urban transport. More specifically, public transport is a public service; however, it is the core of the discussion that how “equities”, especially state-owned public transport enterprises, should achieve a fair and efficient balance. The orientation of government policy is particularly important for the development of public transport enterprises. It is a crucial factor for the healthy development of state-owned public transport enterprises that the government formulates a reasonable incentive mechanism.
