Some points about raising pets in China need to be known to the foreigners who want an animal companion for them.
Sometimes people need pets’ company and comfort. In China, as well as most countries in the world, there are special rules about raising pets in China.
For foreigners who want to live with their pets in China. It is necessary to know these rules in order to avoid any trouble.
How to get the approval to raise pets?
1. The Exit-entry Administration Offices for Foreigners of the Public Security Department in different cities are responsible for giving the ID cards to foreigners’ pets and relevant examination work.
2. Only the ambassadors and consuls of foreign countries or international institutions in China, as well as the foreigners having got the resident permit and been living in the city where the resident permit is issued for one year can get the ID cards for their pets.
3. The foreigners applying for ID cards for their pets must possess passports, resident permit and diplomat cards (for ambassadors and consuls) before getting the Applicant Form for Raising Pets from the Exit-entry Administration Offices for Foreigners.
4. The foreigners must get the approval for the Applicant Form for Raising Pets from the residents’ committee of the community they live (the residents’ committee is a special agency to manage the civil affairs of a community in China) before submitting them to the Exit-entry Administration Offices for Foreigners.
5. The Exit-entry Administration Offices for Foreigners will decide whether to give the approval to foreigners within ten working days and send the notice through SMS, calls or letters.
ID Cards for Pets
Pets also need ID cards in China. For dogs and cats, there are certain procedures to get the ID cards. Rules may vary a little from place to place. But the general rules are the same as follows:
1. The foreigners must appoint qualified hospitals or institutions for pets to make examinations on their health and give them vaccines against hydrophobia. The pets passing the examination are given certificates that they have been injected with vaccines.
2. The owners of pets take the certificates, the proof of their ownership of the pets, and three 1-inch pictures of the pets to the Exit-Entry Administration for Foreigners. After paying the insurance fees, registration fees and the other fees (the amount varies to different places), they can get the license of raising pets, as well as the ID cards for their pets.
3. Step Two must be down within one month after Step One.
4. It should be noted that the license and the ID cards be reviewed once a year. The review is available in two months of each year (depends on cities).
Miscellaneous
1. If the address of the owner changes, the license also need to be modified.
2. If the pet dies, the license and ID card automatically become invalid.
3. Notable is that the dangerous animals, such as predatory animals and poisonous animals, can not be raised as pets in cities. The animals under protection, such as pandas, can not be owned by individuals.
4. Climate is an important factor for the pets’ health. It is a stupid idea to raise macaw and other animals from the tropical area in Beijing, Shenyang and the other northern cities. Similarly, careful attend is needed for raising husky and samoyed in Guangzhou, Shenzhen, Sanya and the other tropical or sub-tropical cities in China.
5. There is no rule banning raising big animals, such as horse, donkey, bull etc. in the cities. But it is very uncommon to see these animals living in cities as pets. So it is not wise to raise these animals in big cities.
6. Make sure that your pets do not bother your neighbors’ living. If your dog barks too loudly and frequently, or it bites others, you have to be responsible for your pet’s deeds and may get fined.

The ID cards for the pets usually refer to dogs and cats (mostly dogs actually). Raising birds (pigeon excluded), guinea pigs, squirrels, etc. do not need to go through the aforementioned procedures.
