In today’s increasingly serious energy crisis, new energy sources, such as solar energy and wind energy, are increasingly receiving attention from humans. Since the 1970s, the Chinese government has begun to develop new energy sources in a planned way. In the “6th Five-Year”, “July 5th” and “Eighth Five-Year” scientific and technological research projects, projects were established in various forms and funds were allocated, focusing on scientific and technological research. A lot of work has been done on demonstration and promotion. At present, there are more than 5,000 technical backbones in more than 200 units in the country to carry out research, development and production of new energy, and have achieved certain results, with extensive social and economic benefits. By the year 2000, new energy is expected to occupy a certain complementary position in the national energy. Although the overall situation is very good, there are still many problems, such as the lack of national macro guidance for new energy development, unified planning, and financial support. It is difficult for new energy research institutions to come up with centralized funds to engineer laboratory results. Industrialization, even if it is difficult to maintain its own survival,
