长期以来,卫生事业经费的分配一直是搞平均主义,有的按职工人数分配,有的按医院床位数进行分配。这样存在不少弊端:职工工资保不了,医院建设搞不好。安化县卫生系统有干部职工2 800余人,而每年县财政拨给的卫生事业经费仅250多万元,人均只有900多元,还不足职工工资的1/4。因此,只有把有限的卫生事业经费集中起来,统一使用,才能充分发挥资金的最大效益,才能加快卫生事业的发展。 今年,我们根据“三保三放”的原则和“三个有利于”的标准,遵照县政府“吃饭自己解决,建设国家扶助”的精神,对卫生事业经费进行了改
For a long time, the allocation of expenditures for health services has always been equalitarianism. Some are allocated according to the number of employees, and some are allocated according to the number of hospital beds. This has many drawbacks: The wages of workers cannot be guaranteed, and hospital construction is not well. The Anhua County Health System has more than 2,800 cadres and workers, and the county government allocates only 2.5 million yuan of health care funds each year, and the average per capita is only 900 yuan, which is still less than 1/4 of the employees’ wages.
