一、对过去工作的估计一、计划工作对我们是一件新的工作,两年多来都是在摸索过程中。东北着手较早,中央财经计划局稍次,其他各区着手较晚。把计划经济的科学与中国新民主主义经济的具体实践结合的经验,还没有总结。二、统计、计划、物资平衡的工作,两年来都做过一部份;有些是成功的,有些是不成功的。在粮食、花、纱、布、煤炭等工农业产品的生产和调度上,在掌握物价、掌握市场上,一般说是成功的。在若干种重要工农业产品的产销平衡上(如钢铁、水泥、木材、铜、砖瓦、碱面),在基本建设的掌握上,一般说,也有好的经验,但教训不少。成功的原因,主要由于中央的正确领导和各级财经委员会有力的领导。总的情况是我们的计划工作还没有建立在可靠的统计数字的基础之上,估计成分很大;但工作在进展中,经验在积累中。
First, the estimates of past work First, the planning work for us is a new job, more than two years are in the process of exploration. The Northeast started earlier, the Central Bureau of Finance and Planning Bureau a little later, other districts started later. The experience of combining the science of planned economy with the concrete practice of China’s new-democratic economy has not yet been concluded. Second, the work of statistics, planning and material balance has been done in two years; some have been successful and others have been unsuccessful. In the production and dispatching of industrial and agricultural products such as grain, flowers, yarn, cloth and coal, they are generally successful in grasping prices and mastering the market. On the balance between the production and marketing of a number of important industrial and agricultural products (such as steel, cement, timber, copper, brick, and alkalis), it is generally said that there are good experiences in capital mastering, but many lessons have been learned. The reason for the success is mainly due to the correct leadership of the Central Government and the vigorous leadership of the financial commissions at all levels. The general situation is that our planning work has not been based on sound statistics and the estimated composition is very large; however, work is progressing and experience is accumulating.
