同志们!半年九月一日省府成立,山西全省就有了个统一和平的局面,而且大部是基本上结束了土地改革的老區,這是我們的有利條件;但是新區因为经过閻匪三十多年的血腥統治,致使農村凋蔽,士地荒无,工廠破爛不堪,人民窮困達于極點。老區也因经过八年的殘酷抗日战爭,三年多的解放战争,经濟上受到很大摧残,这又是我们不利的条件。我們就在這样的基础上,確定了我們的工作任務:主要是恢復与发展工農業生產。并围绕这一中心任务进行恢復与发展文化教育工作;社会治安工作;及其他一切工作。我們一年来执行这些工作任备的情形如何呢?當此省府成立一週年紀念,我概略的报告一下我們的成績,经验和今后努力的方向。
Comrades! The establishment of the provincial government on September 1, half a year, there will be a unified and peaceful situation in the entire province of Shanxi, and most of the old districts that basically end the land reform are our favorable conditions. However, The bloody rule of the bandits for more than three decades has caused the rural areas to witness their wilderness, the shortage of factories, the dilapidated factories and the extreme poverty of the people. The old quarter was also greatly devastated by the brutal economic collapse after eight years of brutal Anti-Japanese War and more than three years of war of liberation. This is yet another unfavorable condition for us. On this basis, we have set our tasks as the task of restoring and developing industrial and agricultural production. And revive and develop cultural and educational work around this central task; social security work; and all other work. What are we going to do with these tasks in the past year? When this provincial government was celebrating its first anniversary, I gave a brief report on our achievements, experiences and directions for future efforts.
