为加快和深化辽宁省科技体制改革,促进辽东半岛的开放和外向型经济的发展,辽宁省人大等单位曾组团到广东省的深圳、珠海两特区,中山、广州两市进行了学习考察。笔者随行目睹广东省的同志从实际出发,勇于探索,敢于创新的精神,感受颇深,尤其认为,值得我们学习和借鉴的有: 一、“科技超前”意识较强改革开放以来,广东省利用毗邻港澳、华侨众多的优越地理条件和社会条件,积极利用外资、引进技术,使广东经济建设在较短的时间内取得令人瞩目的发展。1987年广东工农业总产值达到1281亿元,增长速度为24％,其中工业增长速度为29％,超过江浙,为全国最快。社会总产值达1500亿元,国民生产总值844亿元,财政收入95亿元,外贸出口55亿元,社会商品零售额也是全国之冠。实践使他们深切地认识到科学技术在广东经济发硬中起着举足轻重的作用。而广东经济的持续发展,持别是进一步向外向型经济发展,则面临着极其严峻
