From November 28 to December 1, 1994, the CPC Central Committee and the State Council held a central economic work conference in Beijing. The meeting summed up the work of reform and development over the past year, analyzed the current situation, unified ideological understanding, and determined the guiding ideology, major tasks and policies and measures for economic work in 1995. The meeting proposed that the general guiding principle for economic work in 1995 be: To uphold Comrade Deng Xiaoping’s theory of building socialism with Chinese characteristics and the party’s basic line, to fully implement the spirit of the 14th CPC National Congress and the Third Plenary Session of the 14th Central Committee and the Fourth Plenary Session of the 14th CPC Central Committee, and continue to grasp “Seize the Opportunity, Deepen the Reform, Expand the Opening, Promote the Development and Maintain Stability”
