近两年,江苏盐城市委、市政府的办公室有五位秘书长、两名主任、三个科长,走上了市、县级党和政府的领导岗位,分别担任了副市长、县长、书记等领导职务.这些同志经过几年的办公室工作实践,扩大了知识面,增长了才干,学会了领导方法,提高了领导能力和水平,为担任领导工作打下了基础,从而走上不同层次的领导岗位.此事使笔者很受启迪,深感各级党政机关的办公室,是培养领导人才的良好环境.它不仅应该出文章(即撰写文稿)、出主意(发挥参谋作用),而且应该出人才,尤其要多出领导人才.培养领导人才的途径很多,但是通过办公室来培养领导人才,确是一条较好的捷径.我们党在这方面有很好的经验.党和国家的许多领导人,象毛泽东、邓小平、李维汉、杨尚昆、习仲勋等这些老一辈无产阶级革命家,都曾经担任过秘书长,是秘书界的楷模.现在也有很多同志就是从秘书、科长、主任、秘书长这样一个台阶一个台阶走上领导工作岗位的.所以,办公室培养领导人才,既是义务,又是责任.更重要的是办公室较之其他部门,有其“得天独厚”的一些优越条件.
