I. The Origin of the Essential Drug List Essential medicines are a concept put forward by the World Health Organization (WHO) in the 1970s. According to WHO’s definition, essential medicines are the most important, essential and indispensable medicines to meet people’s health needs. Their quality and efficacy are guaranteed, information is available and prices are affordable. A well-functioning health system should be able to provide a sufficient quantity and dosage of essential medicines at all times. The concept of essential medicines was proposed by the WHO initially to help developing countries that lack health care tackle the problem of drug supply in order to ensure that nationals in those countries can access essential medicines with the same efficacy with minimal costs.
