互联网作为人类20世纪最伟大的发明之一,在革命性地改变了人们社会交往方式的同时,也极大地丰富了民主的形式。中国和美国作为世界上网民规模最大的两个互联网使用国,其网络民主却存在着巨大差异。运用信息和通信技术丰富和发展人民民主的形式,是建设社会主义民主政治所面临的一个重要问题。本文通过对中美两国信息和通信技术发展和普及程度的比较,发现中国网络民主发展的技术障碍,探究我国网络条件下发展人民民主的合理路径。
As one of the greatest inventions of mankind in the 20th century, the Internet has revolutionized the way of people’s social interaction and greatly enriched the form of democracy. As the two Internet users with the largest Internet users in the world, China and the United States have huge differences in their network democracy. The use of information and communication technologies to enrich and develop people’s democratic forms is an important issue for building socialist democratic politics. By comparing the development and popularization of information and communication technologies in China and the United States, this paper finds the technical barriers to the development of democracy in China’s internet and probes into the reasonable path for developing people’s democracy under the conditions of our country’s network.
