湖南省人民政府令第115号湖南省人民政府关于修改《湖南省港口管理办法》的决定,已经1998年4月4日省人民政府第7次常务会议通过,现予发布施行。省长杨正午一九九八年五月四日省人民政府决定对《湖南省港口管理办法》作如下修改:一、第十六条修改为:“违反本办法,有下列行为之一的,分别给予处罚:(一)擅自在港口区域内进行建设施工的,由交通行政管理部门责令其改正;情节严重的,按有关法律、法规处罚;(二)在港口区域内的人员、车辆、船舶、排筏,不服从港口管理人员指挥和检查的,由交通行政管理部门视情节轻重,给予批评教育,或者处以200元以下的罚款;(三)擅自兴办港埠企业或者从事营业性港埠业务的,由交通行政管理部门责令其改正,并由工商行政管理机关依法处罚;(四)违反国家规定收取费用或者使用非法票证的,按有关法律、法规处罚;不按期缴纳港口费用的,由交通行政管理部门责令其补缴,并按《湖南省交通规费征收管理条例》的规定处理。”二、第十八条修改为:“当事人对行政处
