加入WTO在即,人们普遍关注国家的经济安全和国家的竞争力。其实,国家的经济安全和国家的竞争力是一枚硬币的两面。那么,中国的国家竞争力到底怎么样呢?瑞士洛桑管理发展学院和世界经济论坛从经济发展、政府效率、商业效率、基础设施4大指标、286项分项指标,测度中国的国际竞争力排名世界第33位。但在这不低的排名中,所暴露的“拖后腿”因素令人警觉。中国的各省(区、市)的竞争力如何呢?中国经济改革研究基金会国民经济研究所从政府与市场的关系、非国有经济的发展、产品市场的发育程度、要素市场的发育程度、市场中介组织发育程度及法律制度环境5大指标、19个分指标来测度中国各省(区、市)市场化进程,以此来说明我国各省(区、市)的竞争力,因为各省(区、市)市场化进程与各省(区、市)的市场竞争力呈正相关关系。打开国门后的国家竞争力,在很大程度上表现为企业的竞争力,中国的企业竞争力如何?中国的企业还缺什么?如何把握企业的核心竞争力呢?为回答这些问题,我们组织了有关“竞争力”方面的三篇文章,从中国国家、中国各省(区、市)、中国企业三个层面的竞争力来阐述,以飨读者。
