Until the early 1990s, the choice of detergents for total flooding was relatively straightforward since the detergent market consisted of only two extinguishing agents: halon 1301 (CF3Br) and carbon dioxide (CO2). The CO2 system has been in use for more than a century, putting more fires on fire than other gas extinguishing agents. However, the minimum design concentration for CO2 submerged fire suppression systems was 34%, well above the critical threshold for human exposure. As a result, NFPA 12 prohibits the use of totally submerged CO2 systems in commonly used spaces, and prefers the use of gas fire suppression systems. In this case, Halon 1301 is usually recommended.
