按照部2003年工作部署,地质勘查司2003年工作要点: 一、深化矿产资源有偿使用制度和探矿权出让转让行政审批制度改革,加大培育探矿权市场的力度。充分发挥市场在资源配置中的基础性作用,积极推行招标、拍卖、挂牌等竞争方式出让探矿权,探索油气探矿权招标出让的方式。严格规范探矿权人转让行为和评估中介机构的业务行为,实现探矿权一级市场公开化、二级市场规范化。筹划在我国南北两地设立探矿权有形市场,激活探矿权二级市场。修订探矿权采矿权评估管理办法和评估指南;建立探矿权评估结果备案程序和监督管理制度,强化对中介机构的监督检查。
