江泽民同志在今年5月份考察广东谈到经济特区如何增创新优势时指出:“要大力抓好经济结构的调整,更多地发展高新技术产业,这是当前特区的一项紧迫任务。”指明了特区今后的一个重大课题,对特区经济更快更好地发展具有极为重要的指导意义。 江泽民同志这段话有两个意思必须引起注意:其一,这里指的是要调整经济结构,而不仅仅局限在产业结构。经济结构不仅包含产业结构,还包含产品结构、技术结构、企业组织结构、劳动力结构、所有制结构、投资结构等国民经济的各部门、社会生产各方面的要素构成。经济结构合理优化,是国民经济整体素质和现代化水平高的重要标志;经济结构失调失优,是制约经济发展的深层矛盾所在。这一规律,包括深圳在内的特区的经济发展概莫能外。其二,这里把调整经济结构作为“一项紧迫任务”鲜明地提到特区的面前,有着非常强的针对性。目前在特区的确存在一种观点,认为特区创办时间短,

Second, the readjustment of the economic structure here as a “pressing task” is clearly mentioned in the face of the SAR. It has very strong pertinence.
