转换经营机制的关键是落实企业自主权,核心是人事劳动权、工资奖金分配权、产品定价权、投资决策权、进出口经营权。 转换经营机制的目的是使企业做到自负盈亏,做到对国家授予其经营管理的国家资产承担责任,并保证国有资产增值。对长期亏损、扭亏无望的企业,要坚决实行关停并转。鼓励工业企业的富余职工向第三产业转移。要扶持一批基础好的企业,给予更大的自主权,组建企业集团,有些可实行跨国经营,逐步走向世界。 “八五”期间要继续坚持和完善承包制,并通过转换经营机制把搞得好的企业占全部企业的比例从三分之一提高到三分之二。

During the “Eighth Five-Year Plan” period, it is necessary to continue to uphold and improve the contracting system, and to improve the proportion of well-made enterprises in all enterprises from one-third to two-thirds by changing operating mechanisms.
