当今世界,在政治、经济、军事角逐的背后,都深深打下了科技竞争的印记。谁率先取得科技进步,谁就拥有推动经济发展的杠杆,谁就可以凭实力在政治对抗、军事对抗中占据优势。正因如此,世界各国都把发展高技术作为战略重点。因为他们深深懂得,平衡需要力量,和平需要实力,一个国家的强大和不受外来欺负,要靠经济实力、军事实力作后盾,而高技术是这两种实力的支柱。
In today’s world, behind the political, economic and military competitions, the mark of technological competition has been deeply laid.
