如果1979年温州电化厂因液氯钢瓶爆炸事故所引起的震惊和不安已经逐渐被人们遗忘的话,那么,发生在去年9月3日一辆运载一甲胺的汽车槽车在江西上饶发生泄漏所造成的众多居民的死亡和中毒事件,则是向我们敲起的又一响警钟,是向我们提出又一新的挑战。它用严酷的事实警告我们,在化学危险品运输过程中的各个环节仍存在着漏洞,运输糟车及其在运输过程中存在的安全和工业卫生问题并没有切实解决。我们必须迎接新的挑战,这是因为运输槽车具有以下性质和特点:
