近年来,莱芜市机构编制部门坚持用创新克解改革和管理难题,建立了行之有效的实名制管理、用编审批等制度,在非领导职数设定、完善事业单位监督管理体系、强化用编管理和实施大型公共场馆统一管理等方面创造了有益经验,为我市经济社会又好又快发展提供了有力的体制机制和机构编制保障。当前,中央、省对事业单位分类改革和严格控制机构编制已作出顶层设计和明确要求,也正值我市工业化、城镇化“双轮驱动”努力实现跨越发展的关键时期,两项重大机构编制工作已经提上重要日程:一是推进事业单位分类改革;二是加强机构编制管理。
