农民的基本医疗卫生服务问题,不仅仅是涉及医药卫生改革、医疗保险制度完善的问题,更重要的是建立为农民提供公平、可及、质优、价廉、安全的基本医疗卫生服务的强大的供给方。本文分析了英国、古巴、印度三国农民基本医疗卫生服务供给的做法及经验,主张通过财政分类投入,加强村卫生室硬件、软件建设,构建乡村医生首诊和双向转诊制,建立起农民基本医疗卫生服务的有效、可持续的供给方,真正提高农民的基本医疗卫生水平。
The basic health care service for peasants is not only related to the reform of the medical and health system but also to the improvement of the medical insurance system. More importantly, it is necessary to establish a strong foundation for farmers to provide basic health services that are fair, accessible, high quality, inexpensive and safe Supply side. This paper analyzes the practices and experience of providing basic medical and health care services to peasants in Britain, Cuba and India. It advocates that we should strengthen the construction of village clinics’ hardware and software, set up the first consultation and two-way referral system for rural doctors by means of financial classification, An effective and sustainable supplier of health services, and truly raise the level of basic health care for peasants.
