江苏响水县委宣传部王应兰、刘一明:精神文明建设活动是一项庞大的社会系统工程,必须全方位、多层次地做长期艰苦细致的工作,但有的部门和单位在具体操作中却不同程度地存在着顾此失彼的现象。一是重群众轻干部。群众是精神文明建设活动的主体,创建活动最根本的目的就是通过多种形式的思想教育,提高人民群众的综合素质,并着力解决人们的精神支柱和精神动力问题,这是无可非议的。但如果把创建活动只看成是宣传教育和提高群众的活动,而忽视干部自身的思想建设和综合素质的提高,就很有问题。要实现“两手硬”,干部首先必须自身硬。事实证明,一个地区或部门精神文明这一手是否真正硬起来,与那里的“一把手”、“一班人” 自身的素质有着密切的关
