自1991年以来,在邓小平同志“发展高科技,实现产业化”战略思想指导下,河北省委、省政府采取了一系列政策措施推动高新技术产业的发展。从1992年到1997年底,共认定高新技术企业1060家,组建、培育了一批高新技术企业(集团)和产品。改造、升级了一批传统生产技术和工艺装备,围绕产业结构的调整,通过对优势行业、骨干企业和名优产品进行重点技术改造,有力推动了企业技术进步。到1996年底,
