构建环境友好型社会,是实现可持续发展的重大战略举措,是构建和谐社会的重要组成部分。如何构建环境友好型社会需要综合运用多种调整手段来加以推进,而法律手段无疑是建设环境友好型最根本的保障方式。文章以甘肃省为研究对象,就甘肃省建设环境友好型社会所面临的法制现状和存在的制度缺陷进行了梳理与分析,指出,现行相关法律法规和甘肃省地方性规章对甘肃省建设环境友好型社会存在保障不足的相关问题,因此,在此基础上文章提出了一系列构建甘肃省环境友好型社会法律保障体系的对策与建议。
Building an environment-friendly society is a major strategic move to achieve sustainable development and an important part of building a harmonious society. How to build an environment-friendly society needs to be comprehensively promoted by various means of adjustment, and legal means are undoubtedly the most fundamental way to build an environment-friendly society. The article takes Gansu Province as the research object, combs and analyzes the status quo of the legal system and existing system defects that the Gansu Province constructs an environment-friendly society. It points out that the relevant laws and regulations in Gansu Province and the local regulations in Gansu Province are environmentally friendly Therefore, on this basis, the article put forward a series of countermeasures and suggestions for establishing a legal security system for environment-friendly society in Gansu Province.
