Article 1 For the purpose of implementing the Organic Law of the Villagers’ Committee of the People’s Republic of China, these Provisions are formulated in accordance with the actual conditions of the Municipality. Article 2 The villagers’ committees are grassroots mass autonomous organizations that villagers exercise their self-management, self-education and self-service, and practice democratic election, democratic decision-making, democratic management and democratic supervision.
