日本是世界上最传统的海洋大国之一,历经不断加强和完善,日本的海上执法体制取得了很大的成就。本文在中日海上执法体制比较方面做出具体详细介绍,对比我国海上执法体制,发现与日本海上执法体制方面的差距,吸取其先进成熟的体制,基于我国的基本国情,探索出一条具有中国特色的海上执法体制改革道路,建立一个科学、合理的、极具中式特征的海上执法体制。
As Japan has become one of the most traditional maritime powers in the world, Japan has made great achievements in maritime law enforcement after continuously strengthening and perfecting it. This article makes a detailed introduction on the comparison of maritime law enforcement system between China and Japan. Compared with the maritime law enforcement system in our country, we find the gap with Japan’s maritime law enforcement system, draw on its advanced and mature system, and based on our country’s basic national conditions, The maritime law enforcement system reform, the establishment of a scientific, rational, highly Chinese-style maritime law enforcement system.
