如何有效的对图书馆进行管理,是提高图书馆办馆效益的主要职责。其中,管理理念的创新是整个管理工作的重点。从宏观层面上讲,所谓的管理创新是指对图书馆的管理机制、管理方法、管理目标进行前瞻性的规划;从微观层面上讲,管理创新就是如何把管理理论转化为具有实践意义、深入到具体工作中的具体办法和人规章制度。网络环境下图书馆欲保持一种可持续发展的生命力,必须具备管理观念、管理体制、技术、服务方式等方面的创新。创新是当代管理的热门话题之一。“创新理论”是美国哈佛大学教授约瑟夫.熊彼德(Ioseph A.Schumpeter)首次提出的,使用计量经济学的方法实证分析了创新在经济发展过程中的重大作用。熊彼特认为,创新是对生产要素的从新组合组合,这种新组合包括这样五个方面的内容:引人一种新产品或提供一种产品的新质量;对生产要素重新组合;发展一个新的市场;已发展的眼光从新对资源利用进行评估;内部组织形式的重新组合。用今天的话来说,就是包括了产品创新、技术创新、市场创新、资源创新和组织创新。管理是对组织资源进行有效整合以达成组织既定日标和责任的动态性创造活动。社会在不断发展,组织面临的内外环境在不断变化,管理者的任务就是要随时调整经营方针和管理模式,以新的管理方式适应新的环境,达到新的目标。可以说,创新是管理不竭的源泉,任何组织的管理,任何层次的管理,都是创新发展的过程。数字技术与网络技术的紧密结合及其迅猛发展所带来的信息革命,对图书馆及其管理的影响是全方位的、深层次的,信息资源的数字化、信息组织的网络化,不仅意味着传统文献信息工作模式的变革及文献信息服务与组织理论的深化和拓展,而且给图书馆系统的组织与管理活动带来了新的变革。

It can be said that innovation is an inexhaustible source of management. The management of any organization and management at any level are the process of innovation and development. The close combination of digital technology and network technology and the information revolution brought about by its rapid development bring an all-round and deep-going impact on the library and its management.
