一、试行承包制的概况按照国务院关于科研单位推行承包制的要求,广东进行了试点的部署,目前仍处于试点阶段。从发展的情况来看,省直响应的少些,只有三个单位:其中开发型2个,占省直同类型的1/9,公益型(农业)1个,占省直同类型1/26;广州市响应的多些,有14个(均为开发型),占市属同类型的1/2。其余市、县属科研单位基本没有实行“两权分离”的承包,但都普遍实行了内部承包管理。实行内部承包管理,承包者在完成自己
