2004年辽宁省政府妇女儿童工作委员会在省委党校各层次领导干部培训班上,通过调查问卷形式进行了男女平等基本国策相关问题调查。调查显示,有8%的干部不知道男女平等基本国策,有27.7%的干部认为没有必要宣传这一国策,38.2%的干部对妇女、儿童发展纲要不了解。这表明男女平等基本国策和两纲在领导干部中知晓度还很低,有相当一部分领导者和决策者没能从科学发展观的高度来认识性别平等在促进社会发展中的作用。省政府认为,让广大妇女儿童在改革中真正得到实惠,享受到公平公正待遇,是政府的责任。为此,省委、省政府作出决定,把男女平等基本国策和两纲的宣传、贯彻和落实作为一项重要的战略任务,强力推进到党校的领导决策层,推进到社区(村屯)百姓中,为辽宁老工业基地的振兴构建更加和谐的社会环境。截至2004年底,全省各级党校的6200名领导干部接受了男女平等基本国策和两纲的培训,对男女平等基本国策和性别意识纳入决策主流起到了重要作用。全省2600余个社区成立了宣讲团,通过不同形式向广大群众宣传男女平等基本国策和两纲的内容。
