案例天津市武清区大黄堡镇马营村群众来信,反映马营村两委负责人利用职权拼组家族式领导班子、直接或安排家族人员垄断集体资源侵害群众利益等问题。来信反映,马营村两委主要成员包括党支部书记、党支部副书记、社区主任和副主任、社区会计、理财小组组长以及部分委员和代表都来自同一家族或是亲属关系。马营社区拥有鱼塘4000余亩,共有数十个大小不等的鱼池,在本次社区委员会换届前,其中3000亩一直由村主任张某清个人
