目的了解基层健康教育工作存在问题,推动基层健康促进工作的开展。方法从基层健康教育工作者的角度,结合与部分地区健康教育机构负责人的访谈结果和日常工作报表的相关数据,阐述基层健康教育工作中遇到的问题。结果基层健康教育存在管理体制不顺(多头管理)、人员配置和经费不足,以及考核标准内容多样化等问题。结论应尽快协调统一健教与健康促进机构的设置与隶属关系,明确机构职能与任务。此外,上级健康教育部门业务指导要淡化经济目的和硬性指标要求,注重其科学性和效果评价。
Objective To understand the existing problems in primary health education and promote the promotion of grassroots health promotion. Methods From the perspective of grassroots health educators, this paper expounds the problems encountered in the work of grassroots health education based on the interviews with the heads of health education institutions in some areas and the daily work reports. Results The health education at the grassroots level faced problems such as unsmiling management system (long management), lack of staffing and funding, and diversification of examination standards. Conclusions The establishment and affiliation of health education institutions and health promotion agencies should be coordinated as soon as possible to clarify the functions and tasks of the institutions. In addition, the operational guidance of health education departments at the higher level should dilute the economic goals and rigid indicators, focusing on their scientific and effectiveness evaluation.
