中央国家机关政府采购中心(以下简称中心)成立以来,坚持“高起点、严要求”的工作方针,牢固树立服务意识,狠抓制度建设和内部管理,集中采购的范围和规模不断扩大。2003年为7.1亿元,2004年达30.8亿元,增长333.8%;2005年为50.47亿元,比上年增长近63.9%。三年来,通过集中采购累计节约资金13.6亿元,资金平均节约率为15.4%,有些项目的资金节约率超过50%。依法采购、规范运作,保障集中采购工作的健康发展。中心成立伊始,就十分重视建章立制工作,先后研究制定了
