木材生产重点由山区向平原转移(以下简称“转移”)是新疆林业生产的一个重大战略问题。虽经多次提出,由于意见不一,至今没有切实可行的规划,表现得犹疑不决,举棋不定。“转移”是个涉及面很广的复杂问题,有认识问题,也有现实问题;要解决当前和长远发展对木材的需要问题;还要处理好林业与农牧业的关系以及水土资源的合理利用和布局问题。这些问题不解决,或不能取得统一认识,就难以下决心,做出肯定的决策。本文据新疆实际条件和林业生产的特点,就“转移”问题发表一些意见,以求引起更深入的讨论。
The shift of the focus of timber production from the mountainous areas to the plain (hereinafter referred to as “transfer”) is a major strategic issue in Xinjiang’s forestry production. Although repeatedly put forward, due to disagreements, there is no feasible plan to date and hesitates indecisively. “Transfer” is a complex issue involving a wide range of issues, with awareness and practical problems; to solve the current and long-term development needs of timber; and to properly handle the relationship between forestry and agriculture and animal husbandry as well as the rational utilization of water and land resources and Layout problem. If these problems are not solved or can not be unified, it will be difficult to make a firm resolution and make affirmative decisions. According to the actual conditions in Xinjiang and the characteristics of forestry production, this article gives some opinions on the issue of “transfer” in order to arouse more in-depth discussions.
