正式制度为招标提供法律、规范依据,但在实际具体招标过程中,还存在着许多误解、具体操作等问题,这与人员素质、制度设计的复杂性、体制不合理、机制、制度不完善、只注意某些方面的价值取向有关。认为制度创新应完善制度设计、充分认识招标的复杂性、规范招标机构设置以及做到制度、道德、监督相统一。图书馆不能把眼光仅限于招标上,更应注意对招标过程中各个利益相关者利益的均衡设计。
