2009年12月26日,全国人大常委会第十二次会议表决通过了《侵权责任法》,在中国已经通过的法律中第一次明确规定了精神损害赔偿,该法将于2010年7月1日起施行。《侵权责任法》共12章、92条,对公民民事权益进行了全方面、多层次、立体化保护。专家表示,继《物权法》之后,《侵权责任法》是民法典中另一部重要的支架性法律,对保护公民、法人的合法权益,明确侵权责任,预防并制裁侵权行为,化解社会矛盾,减少民事纠纷,促进社会公平正义具有重要意义。
