The promotion of universal language work is one of the three major tasks assigned by the Central Government in the language and writing work of the 1950s. The 1982 new constitution clearly stipulated that “the state should promote the universal language that is universal in China”, which fully demonstrates the importance of this work. In order to meet the social needs of reform and opening up, in January 1986, the State Education Commission and the State Languages Commission jointly held a working conference on language and writing, which laid down the guidelines and tasks for language work in the new era.
